Pre-Qualified Contractors Register

PRE-QUALIFIED CONTRACTORS REGISTER

All works carried out through Council are subject to the requirements of the WHS Act and Regulations (SA) 2012. Council participates in a Local Government Insurance Scheme which requires a level of auditable documentation to ensure risks to both Council, and organisations providing contracted services, are adequately mitigated and appropriately allocated.

For the purposes of complying with Council's insurance provider in relation to WHS Act 2012, Council has a legislative responsibility to develop a Pre Qualified Contractors Register.

Any contractors wishing to continue or secure future work with Council will need to comply with Council's WHS legislative requirements. The easiest way to do this is to express interest in becoming a Pre Qualified Contractor, which will be followed by a formal induction process.

To be recognised as pre-qualified contractor, Council’s minimum compliance requirements must be met and maintained.

Current requirements include but are not limited to:

  • Established Work Health and Safety systems that meet Safe Work SA standards
  • Workers Compensation Insurance (or Personal Accident Insurance for Sole Traders)
  • Public Liability insurance
  • Professional Indemnity Insurance (where applicable)
  • Current trade specific licences and or qualifications (where applicable)

To be included on Councils Pre-Qualification Register, Contractors are required to register on VendorPanel. There is no cost to register and set up a business profile. The system allows contractors to receive reminders that insurance and compliance requirements are due to be renewed/updated.

Please note that inclusion onto Council's Pre-qualified Contractor Register does not commit, obligate or otherwise create a legal obligation on Naracoorte Lucindale Council to purchase the services from or contract work to the Registrant.

Subject to the works being contracted, additional documents may be required before works can commence. If the works involve high risk activities as defined under the WHS Act Section 291, a Safe Work Method Statement (SWMS) is required to be provided that adequately mitigates the known hazards.

For hazards otherwise identifiable in reviewing the work to be carried out, organisations should be able to provide as a minimum, other documentation such as a Job Safety Analysis (JSA), a Safe Work Practice or Procedure (SWP) and Safety Data Sheets for chemical products intended for use in the contracted works. The terminology for these documents may be different such as JSEA or SOP however the intent is that hazards are identified; the risks evaluated, and mitigation measures referencing the Hierarchy of Control are implemented to ensure a safe work place for workers and general public is achieved.
