NLC 2021-2022 Annual Report Released

2021-2022 was another busy and productive year at Naracoorte Lucindale Council with a suite of new projects delivered, new community initiatives implemented, and forward planning undertaken to deliver a positive and sustainable future for the community.

Endorsed at the November 2022 Council Meeting, the Annual Report outlines highlights from the 2021-2022 year including:

  • $2.38M for the Naracoorte Library Redevelopment
  • $3.2M capital road program
  • 28.2km in road resheets
  • 18.5km in road reseals
  • $181,000 in stormwater upgrades
  • 1km of new footpaths established
  • New basketball courts, picnic settings, water fountains and a skatepark at Centenary Park Lucindale
  • New Frances Town Square completed
  • Delivery of actions in the Disability Access and Inclusion Plan including an all-access ramp at the Naracoorte Sound Shell and updated disability friendly street furniture throughout the district
  • Completion of the 16km Naracoorte Caves Trail
  • $30.25M (186) in development approvals
  • Nine new land divisions approved for development
  • $89M in sheep and $193M in cattle sales at the NRLE
  • Upgrades at the NRLE including the cattle selling sprinkler project, upgrades to the main line pipe work and upgrades between the effluent lagoons and irrigator
  • Ongoing delivery of community programs and events under Covid-19 restrictions including the Naracoorte Wellbeing Program, Multicultural Soccer Carnival, Naracoorte Fringe, Mega Fest Trail Event
  • Delivery of art and cultural programs and activities including new murals and sculptures

The report provides a detailed outline of governance and finance activities over the 12-month period 2021-2022, as well as a snapshot of the organisation, key roles and the various service delivery areas of Council. Financial statements are also included (Year ending 30 June 2022) demonstrating that Council remains in a strong financial position with operating income of $20.4M, operating expenses of $17.7M, and an operating surplus of $2.7M.

Some economic and population statistics for the Naracoorte Lucindale Council area are outlined in the report drawn from the 2021 Census and National Institute of Economic and Industry Research. Gross Regional Product for the Council area is $564M, with Agriculture, Forestry and Fishing the number one industry by output and value add. The current population is 8,686 people, an increase of 4.6% since the 2016 census.

New priorities for Council for the 2022-2023 year are identified throughout the report, indicating 2022-2023 will be another ambitious and busy year. Some key deliverables budgeted:

  • NRLE Cattle Yards Roof Extension, D Yards Replacement and unloading Ramp Upgrade
  • Boddingtons West Road Upgrade
  • Naracoorte Weir Construction
  • Frances Masterplan Walking Trail
  • Cedar Avenue and Schinkel Road Footpath construction
  • Market Square playground upgrade
  • Detailed Design Pioneer Park
  • Detailed Design Naracoorte Town Centre Rejuvenation Plan
  • Upgrade to Naracoorte Swimming Lake Changerooms
  • Implementation of a new Asset Management System
  • Implementation of Live Streaming for Council Meetings
  • New Amenities at the Naracoorte Cemetery
