Enrolling to vote in Council elections
How to enrol
Your Council makes decisions that affect your daily life - the streets you walk on, the parks you enjoy, and the bins that go out each week. To vote or nominate for Council, you must be enrolled on the South Australian electoral roll. It only takes a minute to enrol or update your details before the close of roll at 5pm, Monday 4 January 2027.
Who can enrol for Council elections?
Council elections are open to a broader range of people than State elections. The broad categories for Council election enrolment are:
- people on the South Australian electoral roll
- non-resident owners/occupiers
- sole owner/occupier of a body corporate
- landlords
- group (joint owners/occupiers of a facility).
For first time voters
There are 3 different forms you can use to enrol to vote in Council elections.
The forms for the Naracoorte Lucindale Council area are:
FORM 1 - To record a Natural Person: Non-Resident, Sole Owner or Sole Occupier (tenant)
*For a non-resident owner/occupier who owns property in the Council area; is the only owner/occupier (tenant) and does not live or occupy that property.
FORM 2 - To record a Body Corporate: Sole Owner or Sole Occupier (tenant)
*For sole business owners or sole occupiers who occupy any type of rateable property in a Council area and on the assessment record at the Council.
FORM 3 - To record Group Owners or Group Occupiers (tenants)
*For residents whose property is jointly owned or occupied by businesses, individual persons or a combination of both.

Check if you are on the electoral roll
What is the voters roll?
The voters roll is a list of all the people who can vote in an election. The voters roll for Council elections has two components:
- the South Australian (also known as the House of Assembly) electoral roll, and
- your Council's voters roll (also known as supplementary roll).
Part 1: The South Australian electoral roll
If you recently voted in the State elections, you are already on this roll.
You will automatically receive a ballot pack in October 2026 to vote in the Council elections. It is important to check if your residential and postal details are up to date on the South Australian electoral roll.
If you have moved house or changed your name, you need to update your details via any of the below methods:
- online on the Australian Electoral Commission (AEC) website
- print a PDF enrolment form (you can complete the form online then print, scan and send your form to the AEC)
- call the Electoral Commission SA on 1300 655 232 to request an enrolment form mailed.
Please note that you cannot enrol on to the South Australian (House of Assembly) electoral roll or update your details over the phone or by post.
Part 2: Your Council’s voters roll
You must be on the South Australian electoral roll to be able to vote. You can apply to be included on the Council's voters roll if you are eligible.
You may be eligible if any of the following apply:
- you are a non-resident sole owner or occupier of a property
- you are a landlord for rateable property
- you are an organisation/business that owns or occupies a property
- you are a group of owners or occupiers of property.
Businesses and organisations can also vote in Council elections and must register on their Council's voters roll.
If you are a business, organisation or property owner, you will need to re-enrol to vote each year of an election. This is because Councils must purge the roll on 1 January of every election year (except for City of Adelaide, which is updated automatically).
Special circumstances that may affect your enrolment
There are options if you have special needs or specific circumstances that may affect your enrolment. This could include Australians travelling overseas or with a physical inability to sign documents.
For more information, please contact the Electoral Commission of SA on 1300 655 232.
Council Voters Roll - State Elector Requirement
From 1 January 2026, amendments to the Local Government (Elections) Act 1999 defined that a person must now be on the South Australian House of Assembly Roll to be eligible to enrol to vote in local government (Council) elections.
This is a significant change for those previously eligible to vote as non-resident property owners, occupiers or business operators.
Individuals who are not enrolled on the South Australian House of Assembly Roll, e.g. whose principal place of residence is interstate are no longer eligible to vote in South Australian Council elections, even if they own or occupy property or operate a business within the Council area.
If you are not eligible for the body corporate or group, there may be another person who is eligible to be the designated person within the body corporate or group if they are on the State Electoral roll - for more information, go to https://www.councilelections.sa.gov.au/enrol
