2022-2023 Draft Annual Business Plan and Budget

An ambitious program of $13.6M in capital works and projects with a conservative 2% increase in general rates headlines the proposed 2022-2023 Naracoorte Lucindale Council Annual Business Plan and Budget.

The Draft Budget ensures the continuation of services for the community, significant infrastructure upgrades and ongoing operations at the Naracoorte Regional Livestock Exchange, and numerous projects associated with the development and ongoing implementation of a suite of significant Masterplans, including the Naracoorte Town Centre Rejuvenation Plan and Lucindale Masterplan.

Extensive capital and project expenditure of $13,622,633 has been allocated, and key capital works projects from the Draft Budget include:

  • $5.5M on road construction, re-sheets and reseal projects, including the construction of Boddingtons West Road (subject to grant funding), Binnum-Benayeo Rd and Robertson Street in Naracoorte (from Magarey Crescent to McRae Street).
  • $3.98M at the Naracoorte Regional Livestock Exchange including on major upgrades and improvements on unloading ramps, D-yards and yard roofing, which will be funded through the ongoing operations of the NRLE, grant funding and loan funds.
  • Almost $1M on projects associated with the development and ongoing implementation of Masterplans in Naracoorte, Lucindale and Frances, including the detailed design of the Naracoorte Town Centre Rejuvenation Plan, Lucindale main street redesign and Frances cemetery restoration.
  • Upgrades to key public space facilities including the Naracoorte Swimming Lake changerooms, Market Square playground, and a new amenities facility at the Naracoorte Cemetery.
  • $153,000 towards the ongoing support and sponsorship for community events.

Chief Executive Officer Trevor Smart has confidence that Council has delivered a proposed Annual Business Plan and Budget that is an appropriate balance between the current economic climate, an ambitious capital and projects program, and a continuation of services, programs and activities to meet community expectations.

“Council has endorsed a measured and considered approach to general rates through a 2% increase from 2021-2022, and this is well below CPI, which reflects Council’s sound fiscal position. In line with our financially sustainable approach, the proposed Budget will deliver an operating surplus of just over $840,000 while maintaining a healthy cash position.”

The community is invited to review and comment on the 2022-2023 Draft Annual Business Plan and Budget from Thursday 19 May to Thursday 9 June.

Council will also host community drop-in sessions later this month in Naracoorte and Lucindale. The drop-in sessions will be held in the Alexandra Room at the Naracoorte Library at 10am on Monday 30 May, and at the Lucindale Deli at 10am on Tuesday 31 May.
